Delhi Drivers

I had been to delhi yesterday. As usual there was a heavy traffic jam on my way. I was travelling by an auto and if we see outside you will find most of the two wheelers driving over the pavement. The pavement is a 2ft high and they just carry the vehicle place it over the pavement and then proceed their journey. Is that they don't have time to wait for the traffic to get cleared or they don't want to respect the people who are walking in the pavement. These people also should understand it is dangerous to them and the others on the pavement.
